Probably the issue is with hosting a FISA event is in a smaler scale the same as hosting a IOC event...
Have heard from several occasions that money is a issue after the event is/was run...

It would be an interesting discussion to have with some of the top international boats as to how much are they actually “racing” their opposition versus how much are they executing their own race plan….how much of the race is proactive v reactive? i think back in 88 it was th K82 shape. I think for the 96 olympics it was the K/S85 released which took away the lip.
I think the 86 was first released as a midweight mould maybe back in the 2000s and later was adapted by the mens

If you do the numbers and compare proably 5:39 at about 100kg to 5:51 at about 85 kg (i have to guess here)
Then it's not so much difference i terms of power to weight ratio.
The remaining difference could be easily overcome by rowing technique, conditions, proper peaking etc
