Tech isn't the issue - drones have gotten better, cheaper & farther reaching. Wireless land setups have improved.
But you need people to run it all & a producer to bring multiple live feeds together into one outgoing stream.
High school AV clubs do it for their sports, so it is possible on a strict budget. Skiers do it with one drone electronically tethered to them.

HRR does it best. I know they have funding like no other, but they are setting a high standard and hopefully passing along their best practices to other regatta organizers...or NGBs.

That's the hope.
And with FISA events coming state-side, there can be more examples of "doing it right"
I love seeing the trickle down of what used to be extremely high end devices/rigs becoming so inexpensive.
Jobs that required a bid inclusive of helicopter rental & hours of flight time 25 years ago are now accomplishable, with quicker turnaround & at a fraction of the cost, with turnkey solutions.
Watching what, for example, backcountry snow sports athletes can do with a zero-person film crew is incredible.
